The function started with the traditional lighting of ceremonial lamp by the Chief Guest and other dignitaries. Dr. S. Tarafder, Sr. Scientist introduced the Chief Guest, Dr. Mano Manoharan, General Manager, GE India, Bengaluru. The function was attended by NML staff members, invited retirees and guests. Director NML, Dr. S. Srikanth, welcomed the gatherings and briefed about the foundation of CSIR. Established on 26 September 1942, the Council of Scientific and Industrial Research (CSIR), India's premier R&D organization is one of the largest and diverse industrial R&D organizations in the world with a mission "To provide scientific industrial R&D that maximizes the economic, environmental and societal benefits for the people of India". With over 4500 scientists working across 37 constituent laboratories (National Metallurgical Laboratory being one of them) supported by over 8000 scientific and technical support personnel, over 4000 administrative personnel and world-class facilities, CSIR has made major contributions towards inclusive socio-economic growth of the country through effective utilization of country's resources, development of new products and processes, and strengthening of S&T base in the country. CSIR activities cover a wide spectrum of S&T - from aeronautics, instrumentation, mining, minerals and materials, environmental engineering to oceanography, chemicals, drugs, and biotechnology, Its programmes not only add value to industrial growth but also to other sectors of economy, viz., medicinal and aromatic plants, food processing, energy, and rural development through outreach programmes taken up through extension centres. CSIR's contribution to the strategic sector is well acknowledged, including its active participation in the country's major programmes on LCA and Chandrayaan. CSIR also plays an important role of providing technical assistance to the industry in problem solving, trouble shooting, upgradation etc. CSIR is the highest patent filer from India and also is one of the highest foreign patent holders from India. It publishes more than 4000 peer-reviewed papers annually with an average impact factor of more than two. CSIR enters into over 300 contract R&D technology licensing agreements annually and generates around Rs. 400 crore from external sources. Over the last decade, CSIR has partnered with over 5000 industries both from within and outside the countries. Some such leading companies include: ACC, BALCO, BEL, Bharat Leather, Eicher, Dabur, CADILA, CIPLA, Ranbaxy, Reliance, SAIL, SPIC, TCS, Tata Motors, ONGC (India); Polaroid Corp (US); Smithkline Beecham,(US); Abbott Labs, (US); FMC Corp. (US); DuPont (US); Zelleco Engg Sbd Bhd (Malaysia); Nova Nordisk, (Denmark); Boeing Corp (US); Civil Nestle Oy (Finland); General Electric (US); Aviation Authority (UK). CSIR has also been a pioneer in inducting and nurturing scientific talent in the country through its most coveted CSIR-UGC NET examination for selection of research students for Indian academic and scientific research institutions and support to extramural research. Several HRD schemes of CSIR have catered to post-graduates and upwards and also to school children for inculcating and nurturing interest in science. CSIR supports about 7000 research scholars at any given time for doctoral research in S&T throughout the country - Adding about 450 PhDs every year to the S&T knowledge resource of the country. CSIR is rapidly adapting to the changing needs of the world with its strategy based on the following considerations:- (i) Conceptualizing, planning and working in cluster/network mode, on R&D of relevance both nationally and globally and aligning it with public, private, strategic, or social needs; (ii) Forging viable, defined and scientifically challenging R&D projects in supra-institutional mode to make each laboratory a cohesive and close knit unit, which would help align and reinforce core competence of the laboratory; and (iii) Building within each laboratory, Centres of Sustainable Growth, a kind of magnet to attract scientists/technologists, a large number of trainees and industry - both national and foreign, and above all help create a think tank to look at the future with a clear vision and shape that into the mandate. CSIR has carved out a niche for itself in forging alliances with partners from academia, R&D organizations and industry (national as well as international). It is the coordinator of the prestigious 'New Millennium Indian Technology Leadership initiative (NMITLI)' programme, which seeks to attain a global leadership position for Indian industry in niche areas by synergizing the' best competencies of public-funded R&D institutions, academia and private sector. CSIR has embarked on a new road map to become one of the most vibrant and proactive R&D organizations in the world. It is a rich repository of S&T knowledge and has positioned itself to remain strategically important and relevant for the country. During the XI Five Year Plan, it aims to focus on co-development, scaling up its translation capability and charting newer vistas through new institutional mechanisms, embracing a 'performance culture leveraging process, redesign, automation of administrative procedures, enhancing collaboration / networking, team performances, workplace learning and mentoring, augmentation of skills, knowledge sharing, implementing electronically enabled work places, electronic self services, transparent mechanisms for decision support / enhanced efficiency at all levels. CSIR now re-commits itself to optimally utilize its scientific prowess for the socio-economic upliftment of 800 million Indians who are at the bottom of the pyramid of 'quality of life.' Today, CSIR stands for Council of Scientific & Innovative Research with Corporate Social Indian Responsibility. Cheif Guest gave away the prizes to Shri R. Gopi for securing 90% and above marks in each of the Science subject and also for getting admission into IIT, Kanpur through JEE 2010 (AIR 265). The Sammaan Patra was also given 16 retirees and toke awards to 41 staff members for completion of 25 years CSIR services. Chief Guest, Dr. Mano Manoharan, delivered a lecture on Nano-Manufacturing: from Technology to Product. While delivering Foundation Day Lecture, he stressed on the development of need based technologies and their market orientation. He cited the contributions of GE Global in this regard. He mentioned about some of their success stories.
